Massive corruption in CSIR- reg.









Subject. Gross violation of Rules and thereby causing huge financial loss to CSIR and abuse of official   position for monitory gain by Mr. Jayakumar,(Administration), CSIR.      
                  
Sir/Madam,
     As a tax payer and a responsible citizen of this great country, it is to bring to you knowledge that all is not going well at CSIR administration under the present Joint Secretary. He is indulging in lot of irregularities and abusing his official position for monetary considerations. A glaring example is: Gross irregularities in the matter of award of  contract to M/s NIIT during 2009, in connection with recruitment  examination to fill up 43 posts of Section Officers and 90 posts of Executive Assistants.  
       The contract to conduct on-line examination was awarded to M/s NIIT for a consideration of Rs.3.5 crores at the rate of Rs.350/- for one lac candidates in gross violations of General Financial Rules without calling for open tenders to solicit competitive rates from open market.  With the connivance of M/s NIIT for ulterior motives, J.S. had induced CSIR to have MOU with M/s NIIT which was against CVC guidelines and  principles of transparency. MOU was an eye wash to avoid open tenders and other player for the job, was devised by J.S.  Mr. Jayakumar for monitory benefit from M/s NIIT. It is learnt that huge amount of cash changed hands. This MOU was formulated without taking into consideration of interests of CSIR, and was totally in favour of M/s. NIIT. If this job would have been advertised in open market, the cost of per candidate might have come down considerably reducing the total expenditure to conduct this examination by CSIR.  Again, when the total no. of candidates enrolled for the exam was not as expected, it turned out that only 25thousand candidates, there was a negotiation to reduce the cost of per candidate with M/s. NIIT which also very arbitrary and heavily in favour of M/s NIIT. in that arbitrary, so called negotiation, held on 24/8/2009 with president of NIIT, it was decided by sh.  K. Jayakumar, to give away Rs.200/candidate which is again and the negotiations were not at all transparent. The members of this committee meeting are dummies of J.S.   It was not at all required to go for MOU with NIIT, it was done only at the behest of JS, who had other motives. In the normal course of engagement of service providers, the purchase manual prescribed procedures are adopted but in this case special MOU was undertaken without any logic or reason. He is being blindly trusted by DG, CSIR, who could not look into the financial aspects of projects which is being totally misguided by JS under the disguise of making things fast. He has also made Administration as his personal affairs and unduly gave promotion to his personal secretary as Under Secretary although she was not all eligible for the promotion.
            This abuse of his position was only a tip of the iceberg. He is minting money in almost in every single research projects of CSIR. He is not at all interested in fair administration. It is also said that he had purchased a huge apartment in Noida with his illegally earned money. Although he appears down to earth, simple but his life style is very lavish. This can be established by a thorough enquiry, possibly by CBI. He may come out as another Ravi singh of M.H.A( Famous IAS officer of MHA  who got arrested  by Delhi police for demanding and accepting bribe from security material supplying companies) The above mentioned facts and irregularities can be verified from the concerned files. . It is requested that to bring out truth and to verify disproportionate assets of Mr. Jayakumar, an inquiry should be demanded  or a CBI enquiry should be ordered in the interest of CSIR and to save crores of public money.
