Kolkata : How Criminals go scot free.....................my apology to miss out my name in the end

Below article is hosted by myself Mr. S. Ahmed (an Ex. Retd. Officer from KMC, Kolkata)

Once again, I repeat that this article has nothing to do with ANNA or BABA RAMDEV movement.

It is just a COMPARATIVE STUDY of same DEGREE OF CRIME that go UNPUNISHED in Kolkata alongwith WB Govt Office LEGALIZING it officially AS COMPARED TO Delhi Govt book the suspect under IPC sections related to CRIMINAL CONSPIRACY, CHEATING AND FORGERY and that too AGAINST A NON-BAILABLE WARRANT.

Thanks to the Journalist student for exposing such wonderful concept PROUDLY practiced by KMC-Kolkata. Other states must Learn from this example how to LEGALIZE CRIMINAL ACTIVITY.

Kolkata : How Criminals go scot free after DUPING Govt. Office who itself ASSURE protection to criminals.

What Mr. Jairam apprehended in below article could have been true if Passport Dept , Delhi would have followed the CRAZY practice of W.B. Govt. !!!!!

Just FOUND AN INTERESTING news item in TIMES OF INDIA on 21-07-2012 : Yoga Guru Baba Ramdev's close aide Mr. Balakrishna was arrested by CBI on 20-07-2012 against a NON-BAILABLE WARRANT issued by a Special Court in an alleged FAKE DOCUMENT CASE.

No, please do not interpret this article for or against ANNA or BABA RAMDEV agitation.

I noticed ASTONISHING similarities in the CRIME being committed by the Miscreants (whom KMC is trying to hide behind its Proforma/declaration unearthed by the Journalist student) and Mr. Balakrishna.

My Observations are listed below for easy evaluation by KMC where still there are very few handful HONEST OFFICERS (as I have retired one from KMC) left who can save/restore the face of KMC after such DISGRACEFUL / SHAMEFUL EXPOSURE by a Journalist student :

Observation 1 : In both cases, Mr. Balakrishna in Delhi and these CE applicants in Kolkata submitted FAKE/FORGED document to obtain a Govt Document like Indian Passport from Pasport Office and CE(so called trade License) from KMC, License Dept.

Observation 2 : In Delhi, respective Govt Dept carried out DUE DILLIGENCE and PRIMA-FACIE identified that documents produced by Mr. Balakrishna were fake.
After finding such forgery, the same Govt dept did not go in HIBERNATION (very much UNLIKE KMC) , INSTEAD they bring it to the notice of CBI to take appropriate CRIMINAL ACTION and that's why Mr. Balakrishna is booked under IPC sections related to CRIMINAL CONSPIRACY, CHEATING AND FORGERY and that too AGAINST A NON-BAILABLE WARRANT.

Observation 3 : Now in Kolkata, just see the difference in behaviour of a Govt. Office of "KMC" repute: Forget about DUE DILLIGENCE, even before such Forgery is unearthed, its KMC itself who is providing the protection [CHADDAR(cover) as rightfully mentioned by one blogger below] to all such CRIMINALS who can make use of the KMC provided declaration, being proudly (or, rather shamefully) displayed in KMC website URL : https://www.kmcgov.in/KMCPortal/jsp/KMCTradeLicenseHome.jsp

Observation 4 : Even if any such person is found duping a Govt. Office of "KMC" repute, I am 500% sure that KMC will never take any Criminal action (for some OBVIOUS reason best known to KMC itself!!!) against these CRIMINALS in spite of maintaining a HUGE LEGAL CELL in KMC office at New market.
If taken the example Case-Study below of Photograph of so called "26,B.B.Ganguly St", you will find that KMC is enjoying to get DUPED year after year by these criminals and YET REMAIN SILENT which is very much UNLIKE Passport Office, Delhi who immediately alerted CBI for Legal action.

Observation 5 : Above all, why a honest KMC officer take the hassle of taking legal action when KMC itself is all out to protect those criminals by its above Declaration format WHICH IS NOTHING BUT AN OPEN INVITATION TO CRIMINALS TO COMMIT THE CRIME UNDER THE PROTECTION OF KMC WHO IS READY TO REWARD THEM WITH "CE/TRADE LICENSE" THAT CAN BE ISSUED AGAINST ANY DAMN FAKE/FORGED DOCUMENTS.

I just hope that Passport Office, Kolkata will not start such CRAZY practice, after getting INSPIRED by KMC example, if they start, THE VERY FIRST PERSON TO TRY HIS LUCK (or rather bless WB Govt) will be this close aide of Yoga Guru Baba Ramdev, if not KASAB or Hafeez Sayeed, as rightly mentioned by a blogger below!!!

SO WHAT IS THE MORAL OF THE STORY : PRODUCE ANY AMOUNT OF FAKE/FORGED DOCUMENT IN WB GOVT OFFICES, YOU WILL BE REWARDED WITH YOUR TARGET AND PROTECTED TOO BY WB GOVT WHO WILL NEVER ISSUE ANY ARREST WARRANT (BE IT BAILABLE OR NON-BAILABLE) AGAINST YOU!!!

Massive corruption in CSIR- reg.

Subject. Gross violation of Rules and thereby causing huge financial loss to CSIR and abuse of official position for monitory gain by Mr. Jayakumar,(Administration), CSIR.

Sir/Madam,

As a tax payer and a responsible citizen of this great country, it is to bring to you knowledge that all is not going well at CSIR administration under the present Joint Secretary. He is indulging in lot of irregularities and abusing his official position for monetary considerations. A glaring example is: Gross irregularities in the matter of award of contract to M/s NIIT during 2009, in connection with recruitment examination to fill up 43 posts of Section Officers and 90 posts of Executive Assistants.

The contract to conduct on-line examination was awarded to M/s NIIT for a consideration of Rs.3.5 crores at the rate of Rs.350/- for one lac candidates in gross violations of General Financial Rules without calling for open tenders to solicit competitive rates from open market. With the connivance of M/s NIIT for ulterior motives, J.S. had induced CSIR to have MOU with M/s NIIT which was against CVC guidelines and principles of transparency. MOU was an eye wash to avoid open tenders and other player for the job, was devised by J.S. Mr. Jayakumar for monitory benefit from M/s NIIT. It is learnt that huge amount of cash changed hands. This MOU was formulated without taking into consideration of interests of CSIR, and was totally in favour of M/s. NIIT. If this job would have been advertised in open market, the cost of per candidate might have come down considerably reducing the total expenditure to conduct this examination by CSIR. Again, when the total no. of candidates enrolled for the exam was not as expected, it turned out that only 25thousand candidates, there was a negotiation to reduce the cost of per candidate with M/s. NIIT which also very arbitrary and heavily in favour of M/s NIIT. in that arbitrary, so called negotiation, held on 24/8/2009 with president of NIIT, it was decided by sh. K. Jayakumar, to give away Rs.200/candidate which is again and the negotiations were not at all transparent. The members of this committee meeting are dummies of J.S. It was not at all required to go for MOU with NIIT, it was done only at the behest of JS, who had other motives. In the normal course of engagement of service providers, the purchase manual prescribed procedures are adopted but in this case special MOU was undertaken without any logic or reason. He is being blindly trusted by DG, CSIR, who could not look into the financial aspects of projects which is being totally misguided by JS under the disguise of making things fast. He has also made Administration as his personal affairs and unduly gave promotion to his personal secretary as Under Secretary although she was not all eligible for the promotion.

This abuse of his position was only a tip of the iceberg. He is minting money in almost in every single research projects of CSIR. He is not at all interested in fair administration. It is also said that he had purchased a huge apartment in Noida with his illegally earned money. Although he appears down to earth, simple but his life style is very lavish. This can be established by a thorough enquiry, possibly by CBI. He may come out as another Ravi singh of M.H.A( Famous IAS officer of MHA who got arrested by Delhi police for demanding and accepting bribe from security material supplying companies) The above mentioned facts and irregularities can be verified from the concerned files. . It is requested that to bring out truth and to verify disproportionate assets of Mr. Jayakumar, an inquiry should be demanded or a CBI enquiry should be ordered in the interest of CSIR and to save crores of public money.

Honorable Sir,

Last Wednesday, April 10, the Kriyayoga Research Institute, the ashram where I live, in Allahabad, Uttar Pradesh, was cruelly attacked. An act of terror which I never imagine could happen here, where we live accordingly to the principles of Truth and Ahimsa.

Around 2 pm, corrupt administrative officers of the Allahabad Development Authority (ADA) raided the main gate of the Institute with the help of an bulldozer. They were followed by a large group of police armed with guns and sticks. They began beating monks, residents, women and children who were trying to ask for an explanation.

They have come with the purpose to demolish our only wheelchair residential building, used by the handicapped of the Institute.

The scenes at the linked video show the facts by itself.

Later on, we came to know that the demolition had happen as a lesson, because the Institute could not pay the large amount of money requested as bribes by the ADA. An order of demolition was repeated asked. It was never shown. No order was never submitted by any judicial court.

I am confident that the CBI is the competent agency to investigate this case of bribery and corruption that is harassing us here at our ashram.

On April 10th, there was a demolition of the only wheelchair access building of Kriyayoga Research Institute.

Basically, the Destruction and Terror was created by the Allahabad Development Authority for not supporting rampant corruption by paying bribes to them. Without showing any order for demolishing, even when repeatedly asked, the police and officials broke the gates of the institute and attacked the residents, both local and foreign, to reach the wheelchair access building to break it down.

corruption

To whom it may concern.

My mother and I have a properity case worth 80-90 core pending here in Nakodar jalandhar punjab.We are both nris from califorina usa.My father died quite a long time ago My sisters and I were in our teens.My mother still remains a widow even after all these years.When my father was still with us. he would move us around from place to place and country to country.Its was like we were always going but never staying.And the cost was also the same.We went without quite often. because the demand for money from my relatives was so great and needy..dad would go on a head while we would wait for him to send for us.I would accompany him on 2 month trips to India every few years.And we were treated like royalty the bearers of great gifts to pay honor to my grandparents.dad would tell us about how we have such great wealth and the investment in our future is in india.

a few years back my grandfather died.My mother came here to nakodar to ask for our Inhertence.She was rush out of our property cursed at and told to go back to where you came from for there is npthing for you here.She stayed and fought for 6 months and didnt get very far.So last year we both came to India.my uncle bulrajs kumar bhalla sadly has died.He was a great oppistion to my mother and I.We came here to sit with my cousins and reason things out.But we came prepared with a Lawyer we had arrainged back in the USA.Just as my Mom siad what would happen did happen.They told me to leave and get your inhertence from your dead Grandfather.

There is a will which was arranged by my uncle in his favor dated (1990-1994). in the will my grandfather alleged that I was missing and no where to be found (Lapata).Also the Mutations(intequals) said that my father died quite some time back Not (april 1st 1984).And that after my fathers death there is no more heir(waris).They took me off the pedree tree like I was dead.My old british passport has visa stamps from 1994-2003 because I lived and worked here in New Delhi.Also Im standing in front of everyone here in India is all proof enough.Well our words ended by me saying to my cousin I will see you in court.

We stayed till april 2011 last trip, and now we are here again since November 29th.before we left our attorny and us made lots of attempts at geeting the will and mutations broken and my name back on the pedgree tree.Our lawyer Manjeet singh from chandigard is convinced that this case is very straight forward a simple case of fraud (420).

My cousin Vivik kumar anuj kumar bhalla,and aunty shushma bhalla.Are who are sitting on my inherentence like it is all theirs.My mother and I went to the Testil at my lawyers request.We approach the tesldar and he looked over our letter my lawyer had prepaird for us to take to him.he signed it and said to go to the patwiris.When we reached the patwaris at first they were some what helpfull they found the mutations after a lot of fumbling around.Then they saw what had happened and siad that they will pass this on to someone that can help us.And they said go to lunch and when we come back he will be there.So when we came back the mood had changed.We know that A bribe had been paid because the patwaris said that everythimg was done legally and could not be revoked.

My mother and I were guided by our laywer to approch the SDM.So we did meet with Shri Supreet Singh Gulati he was very helpfull and took sympathy on us.

Regarding FDI.

Respected Annaji & Nitin Gadkari Ji,

Namaskar,

I wants to draw your kind attention towards govt stand on FDI. Whole country and opposition is against this but govt wants to impose by force. Congress is saying if this decision back roll then we will lose our reputation in public. Means first you will take wrong decision and then impost forcefully for your false reputation only. Govt is not god he can also make a mistake, govt must correct his mistake. Now they are seeking majority to pass this bill. The same thing they did at the time of atomic agreement was done with America. Which bill they wants to pass any how by hook or crook they will pass. Which is not good for country , but they can pass because of they have majority this is not good for country 's future. It should stop somewhere, this is like dictatorship. This rule must changed in our Constitution. They are not showing this much efficiency on Janlokpal bill.

You must do something for this. Annaji when you will start your next hunger strike in Delhi please talk with govt on this also. This type of decision they should take with help of opposition and with the permission of public only. They become the owner/king of country. Annaji we are with you, give us your leadership.
